Dr. Maeve Hosier

I am an academic lawyer and legal research consultant, and I currently teach
Constitutional, Administrative and Human Rights Law at BPP University, London. I am also a member of the Legal Services Review Committee (Ireland). My research interests include Lawyers’ Regulation, EU Law, Criminology, Human Rights, University Rankings and AI. My other academic interests include decision-making theory, applications of probability, number theory, mathematical logic and the philosophy of science. I have published widely, both in academic journals and the general media. My research, including my work on the Regulation of the Legal Profession, has had a demonstrable impact on policy in several jurisdictions. In my
capacity as a legal researcher, I have assisted the United Nations Committee on the Rights of Persons with Disabilities (UNCRPD).

Knowledge Transfer

In February 2019, I presented to the All-Party Parliamentary Group on Fair Business Banking on the role of the ECB and European Commission on the regulation of banking in Ireland. This included a discussion of the impact of regulatory changes upon MSMEs.

In July 2018, I organised a seminar entitled ‘International Perspectives on the
Regulation of Legal Services’ at the City Law School, Gray’s Inn, City, University of London (https://www.eventbrite.com/e/ international-perspectives-on-the-regulation-of-legal-services-tickets-48027857615). This seminar brought together numerous stakeholders in the legal profession to discuss current challenges facing the regulation of lawyers and legal services globally. As a legal researcher, I have assisted the UN Committee on the Rights of Persons with Disabilities (UNCRPD). In that capacity, I attended the following: 20th Session of the CRPD Committee, Geneva, 27 – 31 August 2018, 11th Session of the Conference of States Parties to the CRPD, New York, 12 – 14 June 2018, the 18th Session of the CRPD Committee, Geneva, 14 August – 1 September 2017 and the 9th Session of the Conference of States Parties to the CRPD, New York, 14 – 16 June 2016.

In March 2017, I chaired a panel discussion on ‘The EU and the Rule of Law’ at The UAE and EU Conference on ‘The Rule of Law and Arbitration’ at Middlesex
University Dubai (https:// eprnews.com/middlesex-university-dubai-to-host-the-eu-and-uae-conference-96412/). In October 2016, my research on the impact of methodological variations on global university rankings was cited at the Committee Stage of the Higher Education and Research Bill (https://hansard.parliament.uk/commons/2016-10-11/debates/6499f957-9daf-4fbe-b732-3368af565dbc/HigherEducationAndResearchBill(NinthSitting)).

In July 2016, I organised the Mauritius and EU Law Forum, an international EU Law conference on the theme of Good Governance and the Rule of Law. The Forum attracted significant funding from the Jean Monnet Fund of the EU Commission, and it brought together leading international stakeholders from the judiciary, politics, legal practice and the academy (http://www.middlesex.mu/__data/assets/pdf_file/

In October 2015, my research on behalf of the International Association of Law Schools (IALS) on the Evaluation and Ranking of Law Schools and the Evaluation of Legal Scholarship helped to shape Global Legal Education in the 21 st Century. This sought to identify the knowledge, skills and values which ought to inform legal studies’ curricula, in accordance with the ‘Singapore Declaration on Global Standards and Outcomes of a Legal Education, 2013’. In October 2015, I presented my research findings on this subject at the Global Annual (IALS) Conference in Spain.

In September 2015, my submission to the Northern Ireland Assembly on the merits of proposed legislative changes for the handling of legal complaints led to the recent amendment of the Assembly’s draft legislation, in accordance with my recommendations (See ‘Public Output’ below for further details).

In February 2014, my doctoral research on the regulation of the legal profession informed the debate in Ireland on the subject, having been cited by the Minister for Justice during the course of a Parliamentary debate on legislative changes in the sector (http://oireachtasdebates.oireachtas.ie/debates%20authoring/
